Reforms in Ukraine and rental, tourismThe parliament have declared and widely publicized comprehensive reform of the Ukrainian state after the revolution of 2013 - 2014 years and the election of the president. It is easy to say the thing but it is difficult to make and looks like nobody want it very much in our government (by the results). The only noticeable changes are seen in the power unit of the state, the army revived slightly from the "coma" to which it was brought by the previous presidents and governments. Also new patrol police in some big cities looks better than previous militia. The new police are to be set in other cities and regions. It is announced the elimination of the militia in November 2015 and its replacement by a new police. A logical question appears from the situation whether there will be a simple renaming of "soviet" militia, with its quantitative plans to catch rapists, murderers and other villains into the "new" police with the same "experts" who can knocking out bribes and the confession of the first person they see, and thanks to the plan of the Ministry the person became "Jack the Ripper." In all other state ministries the situation is not changing, we heard some loud statements about early improvement as in Soviet times it was tales about the communism soon. We work in the tourism, especially in car rental business in Kiev Borispol, Zhulyany and we are not faced to any changes for the better. Domestic car rental market completely failed in connection with multiple impoverishment of the population (if we calculate income real income in any convertible currency). The external clients are most commonly associated with the business which came from abroad. Foreign investors practically disappeared in recent years. Investors from abroad are more afraid of our internal invaders than war with Russia, especially the officials of all stripes such as the militia, prosecutors, judges, who almost can legitimately take away any rights in Ukraine (not rebuke power) whatever they want. On the other hand not all as bad as it seems at first glance. Under pressure from Western countries, small changes occur in the country. Parliament makes new laws, a unit to combat corruption was established, but the bad thing that it all happens very slowly and nobody knows when any results will be evident at the level of ordinary Ukrainians. There are not noticeable changes for the better in Ukraine in the spring of 2016 and it’s look like reforms will remain beautiful declarations. As the main policy of Ukrainian leadership is "to cut the budget" into their own pockets and it appears that it will be the priority in the near future. There’s only a little hope for the next parliamentary elections and presidential elections, but there is small hope in view of the credulity of the Ukrainian people and an abundance of beautiful promises and declarations of all political forces before the elections. The situation of business in Ukraine in general and the car rental in particular is becoming more depressing and quite possible bankruptcy of companies due to reduced demand. Demand reduction is caused by repeated falling rental business segment, both internal and external, and the almost complete cessation of visits from Russia by our former citizens. |
